Zhejiang will reduce 3 million tons of steel production capacity in five years

Recently, the Zhejiang Provincial Development and Reform Commission and the Provincial Economic and Information Commission jointly issued the "Work Plan for Resolving Overcapacity in the Iron and Steel Industry in Zhejiang Province" and the "Cleaning and Rectification Standards for the Iron and Steel Industry in Zhejiang Province" to start the work on overcapacity in the steel industry. The plan proposes that, through five years of hard work, Zhejiang will reduce its steel production capacity by more than 3 million tons, increase its capacity utilization rate to more than 80%, and reduce the number of steelmaking enterprises by more than half, or about 20.

The scale of stainless steel ranks among the best in China, and an industrial system based on rolling processing has been formed. Against the background of the severe overcapacity of steel production in the country, Zhejiang's steel industry is facing greater pressure, and the industry's transformation and upgrading have started again.

According to the plan, Zhejiang will promote the relocation of Hangzhou Steel's urban steel plants, promote the structural adjustment of the iron and steel industry in Wenzhou, Lishui and other places, upgrade the structure of the steel industry, and guide the layout of the coast and along the port; promote Wenzhou, Huzhou, Jiaxing, Lishui, Quzhou and other places To build a number of steel industry bases with advanced technology, distinctive features, and dislocation competition; a long-term mechanism for the iron and steel industry to resolve overcapacity has been initially established, and the competitiveness of the industry has been significantly enhanced.

Specific work measures are concentrated in six areas: strictly control new steel production capacity projects, comprehensively clean up illegal projects under construction in the steel industry, clean up and rectify the construction of illegal production capacity in the steel industry; actively promote the adjustment of the iron and steel industry layout and promote iron and steel enterprises to improve their innovation and development capabilities; and Support enterprises to carry out structural adjustments such as mergers and reorganization, technological transformation, and elimination of backwardness.

　　 For example, in terms of promoting iron and steel enterprises to improve their innovation and development capabilities, Zhejiang will take the full promotion and application of 400 MPa and above high-strength steel bars as a breakthrough to promote the upgrading of construction steel products. Aiming at the upgrading of steel products used in downstream industries such as machinery, automobiles, shipbuilding, high-speed rail, home appliances, and electric power, encourage and guide enterprises to vigorously develop high-end steel varieties, develop green, low-carbon, energy-saving and environmentally friendly steel and high-performance special steel materials.
